Localizing Windows Update Engine

I'd like to make a WUE addon in my language based on xable's addon so I downloaded  it from here... then I downloaded the original WUE from Microsoft...
I unpacked both files to different folders to combine them but there are some files that I don't know what to do with them so here come the questions:

1. In xable's addon I noticed all files with underscore in the extension are just CABbed files with the same name... Is that necessary to do or is it just for compacting purposes...?

2. In the original WUE from Microsoft there are folders that hold, what I believe it to be, the localized versions of the files... is it enough to overwrite the english files with those or is there anything else I have to do...? There are only 2 files that look crucial and one of them isn't in the addon... is that enough...?

3. Are the *.mui files needed for anything...? there's lots of them and one for each language... is it only for the installer or do I have to care more about it...?
