I've been searching in the forums but so far i can't find what i'm gonna ask, so here it is:
- PC with windows XP SP2 already installed & no connection to the internet:
Can I use your SP2 and SP3 update pack to update the current PC?
If yes, how to update it.

It`s not possible for the pack to update your current windows install no.
If your PC doesn`t have internet access and you don`t transfer any files to/from it, then you don`t really need to update it but if I was you I would just to be on the safe side.
If you wait a bit microsoft will release SP3 and you can order it on CD. Otherwise you can download the current set of updates from another PC and install them manually.
