No, I started with a clean SP2 disk. Would WU automatically install this update? I had WU set to automatic for awhile.
If this update is needed, why isn't it included in your update pack?

If your sure you havn`t previously added it to your disk then that is most likely the reason, because there is a minimum version microsoft requires and that version isn`t included on the disk. So you will be asked to install it if it`s not at the minimum version level.

If this update is needed, why isn't it included in your update pack?

Good question. It`s so you can choose between WUE and MUE.

Choice is also the reason why WGAV isn`t included in my update packs even though it`s required, it`s still available as an addon though and you can choose between WGAV and WGAN.

Hello. I'd like to make a WUE addon in my language but I have no idea how... I looked inside your pack and I downloaded the original WUE from here... I see all the different language files in the original but I can't figure out what to do to make it work... Could you shed some light on it...? Thanks...

Basicly just repalce any language specific files and registry entries with those for your language. It's hard to help more than that without answering specific questions.

Feel free to make a thread in the general section if you have any more questions about translating and I'll happy to help.
