how to make update pack for different language?

Your best bet is to look at an existing pack, figure out how it works and ask questions about the stuff your not sure about.

well... directory structure. and after looking in XUDPack.inf, the fix 890830, how u extract that? there's only 2 files in that and can't find them from XUpdatePack-SP3-v1.0.15.7z or am i just blind?

To extract updates use this command:

windows-kb890830-v2.9.exe -q -x:windows-kb890830-v2.9

mrt consists of mrt.exe and a registry entrie to tell MU it`s been run. mrt.exe doesn`t need to be run on a fresh install so I leave it out of the pack and just include the registry entrie.
