Is following update MISSING or not?

It appears when updating windows.

Update for Internet Explorer for Windows XP (KB976749)
This update resolves issues introduced in a cumulative security update for Internet Explorer, (KB974455) which was announced in security bulletin MS09-054.

It is not been integrated... will it be done with next month's Update together?

Another sugguestion:
will KB976098-v2 (Time Zones Update)  integrated as other patches?

Now I use following method:
1. replace tzchange.exe
2. import [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones]

After this, Windows Update will think this patch is installed...
