That's right, MS have been doing this for years. There are at least 3 superseded updates offered for SP2 by the last count.
950760 isn't included and like I say 978207 is already removed for next month. There is virtually zero overhead with superseded updates but it's good to remove them nonetheless to be as light as possible.

i tested pure sp3. updated all hotfixes(took one reboot to complete). there is no registry entry about 978207.

I have already answered that.
To repeat then, MS offered it via Microsoft update (someone confirmed this aswell earlyer in the thread), even though it's superseded.. there is no harm in this. MS have since realised and removed it from Microsoft Update.
As it's a superseded update there is no point removing it from the pack before the next patch day, there isn't really anything to remove.
I think it would benefit you to learn more about how this proccess works, but I hope that is clearer for you now at least.

I don't check for superseded updates every month because they are so rare. Instead I check every so often, as I have said before.
